The people of Basey are notorious over all Samar for their laziness and their stupidity, but are advantageously distinguished from the inhabitants of Tacloban by their purity of manners. Basey is situated on the delta of the river, which is named after it.

At the eastern entrance of the strait the south coast of Samar consists of white limestone, like marble, but of quite modern date, which in many places forms precipitous cliffs.

The last time we met in this chamber, the mothers and daughters of Afghanistan were captives in their own homes, forbidden from working or going to school. Today women are free, and are part of Afghanistan's new government. And we welcome the new Minister of Women's Affairs, Doctor Sima Samar.

In point of area Samar is the third island in the Philippines. In its interior are many rugged peaks and heavily forested mountains. It was here that a detachment of United States marines under the command of Major Waller, while attempting to cross the island, were lost for nearly two weeks, going without food for days and enduring terrible hardships.

In Java, as in most Oriental countries, the traveller feels that he is moving in an atmosphere of antiquity, and though it has become a misnomer to refer to "The Unchanging East," it is borne in upon one that in the large group of islands comprised in the Philippine and Malay Archipelagoes, from Luzon in the north to Java in the south, from Samar in the east to Sumatra in the west, centuries of western contact has left but a slight impress upon the characters of the people.

It is separated on the south by the small strait of San Juanico from the island of Leyte, with which it was formerly united into one province. At the present time each island has its separate governor. In later times the eastern side was called Ibabao, and the western Samar, which is now the official denomination for the whole island, the eastern shore being distinguished as the Contracosta.

Upon the outbreak of trouble troops were hurried to Samar, and by December, 1904, according to Blount himself, there were some 1800 native soldiers on the island who were left free for active operations in the field by the garrisoning of various coast towns with sixteen companies of United States infantry.
