It was followed by an attempt to assassinate the Korean Premier, the man who had handed his country over to Japan. In the summer of 1907, the resident-general advised the Throne to disband the standing army as an unserviceable and expensive force. The measure was, doubtless desirable, but the docility of the troops had been overrated.
Once again, however, the futility of looking for any real reforms under this optional system was demonstrated. No laws were to be acted upon or important measures taken by the Government unless the consent and approval of the Resident-General had been previously given. All officials were to hold their positions at the pleasure of the Resident-General, and the Government of Korea agreed to appoint any Japanese the Resident-General might recommend to any post.
The agreement entered into, called the "Convention of Fez," stipulated that a French Resident-General should be sent to Morocco with authority to act as the Sultan's sole representative in treating with the other powers. The convention was signed in March, 1912, and a few days afterward an uprising more serious than any that had gone before took place in Fez.
On the 17th of April, 1912, the Moroccan soldiers massacred their French officers after inflicting horrible tortures on them, the population of Fez rose against the European civilians, and for a fortnight the Oued Fez ran red with the blood of harmless French colonists. It was then that France appointed General Lyautey Resident-General in Morocco.
It is now subject to Japan, and is administered by a Japanese Resident-General, whose headquarters are at Seoul. From Seoul we travelled northwards by rail to Wi-ju, a small place on the left bank of the Yalu River, which forms the boundary between Korea and Manchuria. Opposite, on the right or north bank of the Yalu, stands An-tung, a town with 5000 Japanese and 40,000 Chinese inhabitants.
