I have founded schools and hospitals and homes for old men and old women, and asylums for children, and the blind, and deaf, and dumb, and halt, and mad. Wherever I have found one of my old workmen in need, and I have looked personally into the matter, I have provided for him fully, short of pauperization. Where I have heard of some gifted youth, I have had him educated in the line of his gift.

That respect is daily heightened by the greater comfort and easier circumstances, though still far too wretched on the whole, of the Irish at home, which have been mainly brought about by the help received from their exiled countrymen. As was seen, the old policy of their oppressors had for chief object the pauperization of the country, and, as was also seen, that policy was eminently successful.

The Church uses up its influence for everything but the practical purposes of work-a-day-life. It teaches obediences to its ordinances, but not civic virtues. It encourages boys and girls to marry at an age when they neither understand the responsibilities of life nor can support a family; but in its regard for the Sacrament it forgets the pauperization of the nation.

How much more manly to fight his own battle! Was it not a kind of pauperization to make men secure in person and property through no efforts of their own, by the agency of a state machinery operating over their heads? Would not a really consistent individualism abolish this machinery? "But," the advocate of laissez-faire may reply, "the use of force is criminal, and the State must suppress crime."

Even manufactures, though destined in the long run to benefit the labouring classes, seemed at first rather to depress them; for one of the earliest results of the introduction of machinery was the ruin of a number of small trades which were carried on at home and the pauperization of families who relied on them for support.

In the case of most poor folks other than servants, what to do about it has lately been pretty distinctly settled: the religion of pauperization is pretty generally set aside: almsgiving, the authorities on ethics now generally hold, should be restricted to deserving cases to people incapacitated by constitution or circumstance from taking proper care of themselves.
