To guard us against all these dangers, and against the loss of all the profits that we now have from our letters-of-marque in the Channel, her Majesty has been pleased to devise a means of succour."
The privateer took his chance, and, whether he won or lost, he was, at least, fighting for his country. But there were other men, unable to secure ships, and who could not obtain letters-of-marque from their governments, to whom loot and plunder seemed an easy way of gaining riches. Some of these were men from the crews of privateers that had disbanded, some were buccaneers.
"In respect that many of the English so spoiled are not able to undergo the charge of setting forth ships of their own to make seizures by such letters-of-marque; ... you shall, as in the way and execution of justice, seize, arrest, &c. such ships and vessels of the said French king, or any of his subjects, as you shall think fit,... and the same keep in your custody, till the parliament declare their further resolution concerning the same."
He goes on to speak, in terms not carefully weighed, of swarms of privateers and letters-of-marque, their numbers now amounting to six hundred; the crews of which had landed in many points of his Majesty's dominions, and even taken vessels from their anchors in British ports.
It was rare, indeed, to see two letters-of-marque set-to as coolly, and as scientifically as were the facts with the Crisis and la Dame de Nantes; for so, as we afterwards ascertained, was our antagonist called.
