This great table-land of rock, which begins at Gorizia, approaches close to the shores of the Adriatic between Monfalcone and Trieste, and runs southeastward into Istria, links the Alpine system with the Balkan ranges.
The Istrians attacked the camp in a fog, and, having driven the Romans to the shore, sat down to eat and drink. While they were incapacitated in consequence, the Romans returned and killed most of them. The following year they entered Istria again, sacking and devastating the country.
From an independent quarter he received another plan in which a descent on the east coast of the Adriatic was contemplated, the main difference being that Istria, instead of Dalmatia, was proposed for the landing-point. This second plan was modestly submitted to him by Garibaldi, who was thus in substantial accord with the Prussian strategist.
At the same time as the central government took on a new form the provincial administration was re-organised. Before the year 590, this had been certainly achieved. Istria, as we have seen, was divided from Venetia and formed a new and a special government.

Many Slav names occur in Roman inscriptions; but in 127 B.C. 14,000 Roman colonists arrived, and year by year more came, until the time of Augustus, both plebeians and patricians. Many of the latter of Istrian birth occupied important posts outside Istria; and, according to an ancient Aquileian breviary quoted by Dr. Kandler, many of the Christian martyrs belonged to patrician families.
The sun-kissed waters of the Bay of Quarnero looked for all the world like a vast azure carpet strewn with a million sparkling diamonds; on our starboard quarter stretched the green-clad slopes of Istria, with the white villas of Abbazia peeping coyly out from amid the groves of pine and laurel; to the eastward the bleak brown peaks of the Dinaric Alps rose, savage, mysterious, forbidding, against the cloudless summer sky.
Venice, it had been hoped, would aid in the great scheme and might in her turn round herself out with Friuli and Istria and other tempting possessions of Ferdinand, in reward for the men and money she was expected to furnish.
