Thus the clause conferring a suspensive veto on the President is an almost literal transcript from the Massachusetts constitution. In fact, the principal experiment in the Constitution was the establishment of an electoral college; and of all parts of the system this has worked least as the framers expected.
By cautiously confining this remedy within the sphere prescribed to it in the cotemporaneous expositions of the framers of the Constitution, the will of the people, legitimately expressed on all subjects of legislation through their constitutional organs, the Senators and Representatives of the United States, will have its full effect.
Hence the policy by the framers of our Government of securing by a fundamental declaration in the Constitution a principle which in all other governments had been left to implication only.
But the framers and followers of the outward beauties derive thence the rule of judging of them, but not of using them. And He is there, though they perceive Him not, that so they might not wander, but keep their strength for Thee, and not scatter it abroad upon pleasurable weariness.

He accompanied the expedition against Louisburg in 1745, was President of the Provincial Convention in 1775 and Speaker in January, 1776. In September, 1776, he was elected to Congress, and in November following signed the Declaration of Independence, although he had not been one of the framers.
The following tributes, from their truth, justice, and appropriateness, are entitled to distinct remembrance: "Being a son of one of the framers and defenders of the Declaration of Independence, his political principles were formed in the school of the sages of the Revolution, from whom he imbibed the spirit of liberty while he was yet a boy.
To make the General Government the instrument of carrying this odious principle into effect would be at once to destroy the means of its usefulness and change the character designed for it by the framers of the Constitution.
