Nippur, Erech, and Eridu, which are thus shown to be the oldest religious centers of the Euphrates Valley, were indissolubly associated in the minds of the people with the beginning of order in the universe.

I venture to suggest, therefore, that Aruru and Ishtar of Erech are one and the same personage. Ishtar is, of course, as has been pointed out, merely a generic name for the 'great goddess' worshipped under many forms.

The old city of Ur, once the seat of the dominant dynasty of Chaldæan kings, formed part of his dominions; Nipur, now Niffer, fell into his hands like the seaport Eridu on the shores of the Persian Gulf, and in one of his inscriptions he celebrates his conquest of "the ancient city of Erech."

No city had been created, no creature had been made, Nippur had not been created, Ekur had not been built, Erech had not been created, Eanna had not been built, Apsû had not been created, Eridu had not been built, Of the holy house, the house of the gods, the habitation had not been created. All lands were sea. Here we have the definite statement that before Creation all the world was sea.

Our readers will remember the names of Ur, Erech, and many other cities which played a great part in the early history of the country, and were all capitals in turn. Babylon, however, in time acquired an unquestioned supremacy over them all. The residence of the Assyrian viceroys during the supremacy of the northern kingdom, it became the metropolis of the new empire after the fall of Nineveh.

As the first of the series of five cities of Eridu, the seat of Nudimmud or Enki, who was the third of the creating deities, it has been urged that the upper part of the Second Column must have included an account of the founding of Erech, the city of Anu, and of Nippur, Enlil's city.

Under Sargon of Agade, the Semites gained the upper hand in Babylonia, and Erech, Grishkhu, and Shirpurla, as well as the other ancient cities in the land, fell in turn under his domination and formed part of the extensive empire which he ruled.

With the progress of civilisation, certain of the "spirits" emerged above the rest, and became veritable gods. The "spirit" of heaven became Ana of Erech, the Sky-god; the "spirit" of earth passed into El-lil of Nippur; and the "spirit" of the deep into Ea of Eridu. The change was hastened by contact with the Semite. The Semite brought with him a new religious conception.

The Erech, or Orech, of the Hebrews, which appears as Huruk in the cuneiform geographical lists, became known to the Greeks as Orchoe; and this appellation, probably continuing in use to the time of the Arab conquest, was then corrupted into Urka or Warka, in which shape the name given by Nimrod still attaches to the second of his cities.

Historical inscriptions from the earliest period to the days of Ashurbanabal and Nebuchadnezzar come to our further aid in illustrating the continued popularity of the Ishtar cult in E-anna. The Ishtar who survives in Babylonia and Assyria is practically the Ishtar of Erech, that is, Nanâ.
