There is the Parlamento, in which the inhabitants meet together to hear the decisions of the Bishop and the Popolo, or to take measures in extreme cases that affect the city as a whole; the Gran Consiglio, which is only open to duly qualified members of the Popolo; and the Credenza, or privy council of specially delegated burghers, who debate on matters demanding secrecy and diplomacy.

The Ghibellines having departed, the Florentines reorganized the government of the city, and elected twelve men who, as the supreme power, were to hold their magistracy two months, and were not called Anziani or "ancients," but Buono Uomini or "good men." They also formed a council of eighty citizens, which they called the Credenza.
The most essential thing in every well ordered Roman house was above all else the credenza, a great chest containing gold and silver table and drinking vessels and beautiful majolica; and care was taken always to display these articles at banquets and on other ceremonious occasions.
Besides these, from each sixth, thirty citizens were chosen, who, with the Credenza and the twelve Buono Uomini, were called the General Council.
