They established and controlled a large number of universities and schools, and made them the great channels of the movement of the counter-Reformation. Their educational activity gained for them a great reputation for teaching and a large patronage. In 1710, they had 612 colleges, 157 normal schools, 24 universities and 200 missions.

The missionaries of the counter-Reformation, but for the persecuting Act, would have arrived in a Scotland which did not persecute, and the work of the Convention of 1560 might all have been undone, had not the stringent Act been passed. That Act apparently did not go so far as the preachers desired.

This extravagance led of necessity to a reaction in the North, of Puritanism; in the South, to what has been termed the Counter-Reformation effected under Spanish influences in the Latin Church.

To the more far-reaching eye of history it may seem to have been an assurance that, dark as the sky then was, the flood of Reaction should no more cover the earth. But dark the sky was: the counter-reformation rode on the wings of victory, and with ruthless cruelty, through Bohemia, through Moravia, through Austria Proper, which had shown sympathy with the Bohemian revolt.

The clearest outcome of this silent "counter-reformation" in reply to the socialist industrialists is the Railway Employes' Department as it developed during and after the war-time period.

When the counter-Reformation set in, many Catholics endured fines and exile with constancy. The theology of the Confession of Faith is, of course, Calvinistic. No "works" are, technically, "good" which are not the work of the Spirit of our Lord, dwelling in our hearts by faith. "Idolaters," and wicked people, not having that spirit, can do no good works.

They contained nothing antagonistic to the teachings of the Church, so that even at the time of the Counter-Reformation, when the Church had become highly suspicious of everything that Erasmus had written, the divines who drew up the index expurgatorius of his work found only a few passages in the Enchiridion to expunge.
