The horse sacrifice appears in several of the nations as one of distinction, but human sacrifice was most important of all, though in each of the Aryan lands commutations are made for it at a very early stage.

Through Barnum's efforts a law was passed that no person in the employ of any railroad in the State, should serve as railroad commissioner. But the great struggle, which lasted through the entire session, was upon the subject of railroad passenger commutations.

It was obvious that laxity on such a point might fairly lay the Church open to a reproach, which Dissenters did not fail to make, of 'indulgences for sale. One of William III.'s injunctions of 1695 was that 'no commutation of penance be made but by the express order of the bishop, and that the commutation be applied only to pious and charitable uses. Early in Queen Anne's reign, in consequence of abuses which existed, the subject was debated in Convocation, and some stringent resolutions passed, by which it was hoped that commutations, where allowed, might be rendered perfectly unexceptionable.

Both commutations to be paid while this man is employed on his present duty and stationed in this city, and to date from and inclusive of the 16th inst.

"As a set-off for the outlay on commutations would be a large reduction in the pay of officers, to be hereafter noticed, and the Company would also receive actual value for their money; and on buying out the wintering partners they would become possessed of their 4/10th share of the profits of the trade. It will be noticed, however, that the principles of commutative justice all treat of the commutations of external goods in other words, they assume the existence of property of external goods in individuals. Commutations are but a result of private property; in a state of communism there could be no commutation. This is well pointed out by Gerson and by Nider.

And then the substituted religion, while it came with a great diminution of the pomp which is always the delight of the ignorant, acknowledged, proclaimed as one of its chief merits, a still more fatal defect for attracting converts from among beings whose ignorance had never been suffered to doubt, till then, that men in ecclesiastical garb could modify, or suspend, or defeat for them the justice of God; it proclaimed itself unable to give any exemptions or commutations in matters of conscience.
