The difference between the two methods was that one was a process of conquest, and the other of colonizing, or non-military administration for commercial purposes. The one embodied the sordid Cobdenite idea, which so excites the scorn of the militarists, and the other the lofty military ideal. The one was parasitism; the other co-operation....
The internal commerce of the United States makes it the most wonderful market on the globe; and Brother Jonathan, the rampant Protectionist, stands convicted as the greatest Cobdenite of them all! We are all, it is said, apt to "slip up" on our strongest points.
But, unless cheapness is due to some mischievous cause, they are just as anxious that we should buy cheaply as the most ardent Cobdenite, and especially that we should buy cheaply what we cannot produce ourselves.
The old Cobdenite employer was quite within his rights in arguing that earth is not heaven, that the best obtainable arrangement might contain many necessary evils; and that Liverpool and Belfast might be growing more prosperous as a whole in spite of pathetic things that might be seen there.
I cannot but hope that many of those who still shy at Tariff Reform, when they come to look at it from this point of view to see it as I see it, not as an isolated thing, but as an essential and necessary part of a comprehensive national policy will rally to our cause. I have travelled along that road myself. I have been a Cobdenite myself I am not ashamed of it.
