Yet, in spite of all, the vote was close even in several of the cotton States. The Georgia people wanted new safeguards for slavery, but did not at first desire secession. Alexander H. Stephens, who headed the anti-secession movement, declared that Georgia was won over to take the fatal step at last only by the cry, "Better terms can be made out of the Union than in it."

The Alabama convention passed its ordinance on January 11 by 61 yeas to 39 nays; the President announced that the idea of reconstruction must be forever "dismissed." Yet the northern part of the State appeared to be substantially anti-secession. In Georgia the Secessionists doubted whether they could control a convention, yet felt obliged to call one.

The personal feeling of the English people, their national amour propre, conspired to lead towards this harshest construction of the facts: it was so tempting to convict our old adversaries out of their own mouths, and make them, by the logic of events, read out either their recantation of the Colonial Revolution, or their self-condemnation for the Anti-Secession War.
