Not peace, but a cessation of the investment of Paris, was brought about, on the 23d of August, 1590, by Duke Alexander of Parma, who, in accordance with express orders from Philip II., went from the Low Countries, with his army, to join Mayenne at Meaux and threaten Henry IV. with their united forces if he did not retire from the walls of the capital.
I must refer you for farther particulars till my arrival in London. Yours to command, Second Voyage of James Welsh to Benin, in 1590 .
On the 9th of May, 1590, not three months after the decree of the Parliament of Paris which had proclaimed him true and lawful King of France, Cardinal de Bourbon, still a prisoner, died at Fontenay, aged sixty-seven. A few weeks before his death he had written to his nephew Henry IV. a letter in which he recognized him as his sovereign.
This so exasperated the Earl, that, having seized the unfortunate Hugh of the fetters, he caused him to be hanged as a common felon a high-handed proceeding which his enemies were expert in turning to account. To protect himself from the consequent danger, he went to England in May, 1590, without obtaining the license of the Lord Deputy, as by law required.

After the foundation of the Republic this dynastic form, like many others, remained, and thus Prince Maurice was at first only captain- general of Holland and Zeeland, and subsequently of Gelderland, Utrecht, and Overyssel, after he had been appointed stadholder of those three provinces in 1590 on the death of Count Nieuwenaar.
There was discord in the League, from the jealousy of Philip on the part of Mayenne. Henry, a dashing soldier, gained a brilliant victory at Ivry in 1590. The grand obstacle in his way to the throne was his adhesion to Protestantism.
He had seen dissension break out among his enemies; even the Pope, Sixtus, had shown him some favour, and the Politique nobles were certainly not going against him. Early in 1590 Henri had secured Anjou, Maine, and Normandy, and in March defeated Mayenne, in a great pitched battle at Ivry, not far from Dreux. The Leaguers fell back in consternation to Paris.
