The youngest among the civilizations, and herself still only partially civilized, Russia is one of the most if not the most important factor in the world-problem to-day, and the one with which the future seems most seriously involved.

It tests the faith of the adult. It is by no means an American problem only. What is going on in our states, North and South, is only a local phase of a world-problem.... Now, Whittier's opinions upon that world-problem are unmistakable.

True, the people in their average taste and perceptions are crude and flippant and superficial, and often the victims of mountebanks and fools; yet, as forming the body of our social and political organism, and the chief factor in the world-problem of to-day, they are the exponents of great forces and laws, and often, in emergencies, show the wisdom and unimpeachableness of Nature herself.
