There are five principal methods of canning: the cold-pack, single-period method; the intermittent, or fractional sterilization method; the cold-water method; the open kettle or hot-pack method; and the vacuum-seal method.

A number of the American States have passed laws permitting the compulsory sterilization of certain very restricted classes of people undesirable as parents, at the discretion of the proper authorities; and this seems, on the whole, at least in the case of men, the best solution.

It is economical not to employ them, but to use diapers in their place. Three packages, each containing six diapers, should be sterilized. It has grown to be a commonplace in the discussion of crime to speak of isolation and sterilization as the proper treatment of the criminal and defective. This is generally done without any clear understanding of the laws of heredity.

The hands, instruments, and cords must be freed from germs by washing with a disinfectant, or sterilization with heat. The quarters must be clean in order to prevent contamination of the instruments and clothing of the attendant by filth. Extreme force is injurious. For illustration, we may take a case of difficult birth caused by an unusually large foetus.

Other plans mentioned by Mayor Seidel harbor improvements, playgrounds, a sterilization plant, and isolation hospital are approved, if not by the conservatives of Milwaukee, at least by those of many other cities. Some minor and less expensive proposals, a child welfare commission, a board of recreation, and municipal dances are somewhat more novel.
