The Privy-Seal bill was handed over to the Clerk of the Patents, who engrossed the aforesaid. I paid him five pound, seventeen, and eight; at the same time, I paid Stamp-duty for the Patent, in one lump, thirty pound. I next paid for 'boxes for the Patent, nine and sixpence. Thomas Joy would have made the same at a profit for eighteen-pence.

They were at once presented with; the stamp-duty, registration, the lottery, the droits reunis, the tax on cards, and the 'octroi'. This prodigality of presents caused, as we may be sure, the most lively gratitude; a tax for military quarters and for warlike supplies was imposed, but this did not relieve any one from laving not only officers and soldiers; but even all the chiefs of the administration and their officials billeted on them: The refineries, breweries, and manufactures of all sorts were suppressed.

But to the imprudence of ministers, the faction in parliament, and the weakness of the civil power in America, the resistance of the colonies may be ascribed. Had the stamp-duty been laid on them without any previous notice of the resolution of parliament, it is not improbable that they would have received it as they had done other acts of the British legislature.

Such is a fair statement of certain advantages to be derived from the abolition of the penny stamp, and the substitution of the penny label. The advocates of the stamp-duty allege that, while the foregoing line of argument may be perfectly valid, something, on the contrary, is due to the advantage of having well-supported metropolitan newspapers as centres of intelligence.

You have, to be sure, had from the office an account of what the parliament did, or rather did not do, the day of their meeting; and the same point will be the great object at their next meeting; I mean the affair of our American Colonies, relatively to the late imposed Stamp-duty, which our Colonists absolutely refuse to pay.

They were both started at the reform times, when the reduction of the stamp-duty brought so many aspiring candidates for literary fame into the field, and for a time they were conducted with all the bitter hostility that a contracted neighbourhood, and a constant crossing by the editors of each other's path, could engender.

Our trade to America brings in, 'communibus annis', two millions a year; and the Stamp-duty is estimated at but one hundred thousand pounds a year; which I would by no means bring into the stock of the Exchequer, at the loss or even the risk of a million a year to the national stock. One hears of nothing now in town, but the separation of men and their wives.
