In the absence of foreign adventure or Civil Wars, the armies were mainly used as frontier police. Yet, small as they were, it was not easy to obtain the recruitment required. The wealthy citizen we are considering would have been expected to "find" a certain number of recruits for the service of the army.
No longer adventurous but mercantile, apt, of a resisting courage, sober in thought, leaning upon tradition, not imperially but domestically strong: the country of Corneille and of Malesherbes, a reflection of that spirit in letters; the conservative body of to-day for in our generation that is the mark of Normandy and, in arms, the recruitment to which Napoleon addressed his short and famous order that "the Normans that day should do their duty."
In making his plea directly to the President, Pearson asserted that at the port of Chalmette, a few miles below New Orleans, a British post had been established; that men and soldiers had been assembled there and were daily engaged in warlike operations not only for the renewal and augmentation of military supplies, but for the recruitment of men.
Why not build a Division force equivalent using technology and doctrine to provide a "heavy division equivalent" force using far fewer troops featuring speed, shock, precision fire while avoiding the manpower costs of dollars that in peacetime include added costs for recruitment, training, and sustaining and in war have an even greater added cost computed in blood? Why don't we do this?
Nothing on the face of the act or in its public history indicated that the British Government proposed to attempt recruitment in the United States, nor did it ever give intimation of such intention to this Government.
Its second-among-equal neighbors will be reduced to mere markets for its products and recruitment stages for its factories. In this exegesis, EU enlargement has already degenerated into the same tiresome and antiquated mercantilist game among 19th century continental Big Powers. Even Britain has hitherto maintained its Victorian position of "splendid isolation". There is nothing wrong with that.
