By the time the association held its convention at Waterloo in September, 1916, the amendment had been defeated but nevertheless the meeting was large and enthusiastic. Miss Anna B. Lawther was elected president and arrangements were made for securing as soon as possible the re-submission of the amendment. The convention of 1917 met in October at Des Moines and Miss Lawther was re-elected.
On a company being formed to work the concessions, Baron VON OVERBECK resigned these titles from the Brunai and Sulu Potentates and they have not since been made use of, and the Baron himself terminated his connection with the country. The grant from the Sultan of Sulu bears date the 22nd January, 1878, and on the 22nd July of the same year he signed a treaty, or act of re-submission to Spain.
Under no consideration should the Constitution of 1844 be again submitted to the people since it embodied so many objectionable provisions. Although the bill for re-submission had passed both branches of the Assembly by a safe majority, Governor Chambers did not hesitate to withhold his assent. On June 6 he returned it to the Council.
C. W. Fulton, when he voted "no" on re-submission in the Legislature of 1899, and the defeat of 1900 intensified this feeling. Hope revived when the Initiative and Referendum Act was adopted by the voters in 1902.
In December and January the usual district and borough conventions for the election of officers and then the city convention were held. At the latter the resolution adopted showed a change from the oldtime pleading: "We demand the re-submission of the woman suffrage amendment in 1917.
We insist that the Judiciary Committee shall present a favorable report without delay and that the bill shall come to an early vote." Much legislative work was necessary to obtain re-submission, for which the City Party worked incessantly until the amendment was re-submitted by the Legislatures of 1916 and 1917 and preparations were again made for a great campaign.
