When, therefore, the South Carolina convention, in accordance with an earlier proclamation of Governor Hamilton, reassembled on the 11th of March, the wind had been taken out of the nullifiers' sails; the laws which they had "nullified" had been repealed, and there was nothing for the convention to do but to rescind the late ordinance and the legislative measures supplementary to it.

It atones for all his mere errors of abstract opinion, that he was never admitted to the confidence of the Nullifiers, and that he uniformly voted against the measures inspired by them.

Accordingly, a bill was introduced which aimed to do just what the nullifiers had been clamoring for, that is, to reduce the revenue to the amount required by the government. If Mr. Calhoun had supported this measure, he could have carried it.

In the disaffected State events now moved rapidly. The elections of the early autumn were carried by the nullifiers, and the new Legislature, acting on the recommendation of Governor Hamilton, promptly called a state convention to consider whether the "federal compact" had been violated and what remedy should be adopted.

To this triumphant President, Calhoun and his ardent nullifiers must refer their case; the Bank would also have to reckon with a much stronger man than its spokesmen had contemplated. Without awaiting the results of the election, Calhoun, Hayne, and their allies called South Carolina into special convention to consider the state of the Union.

Negotiations were opened with Calhoun, and a compromise tariff proposed, greatly modified in the direction of Free Trade and free of the "abominations" of which South Carolina specially complained. This compromise the Nullifiers, awed perhaps by the vigour of Jackson, and doubtful of the issue if matters were pushed too far, accepted.

For inertia and gravitation had not been neutralized at precisely the same instant, and for a moment everything within the radius of action of the iron-driven gravity nullifiers of the Boise had continued its absolute motion with inertia unimpaired.

Virginia and North Carolina voted heavily for the bill, but South Carolina and Georgia as vigorously opposed it; and the nullifiers refused to see in it any concession to the tariff principles for which they stood. "I no longer consider the question one of free trade," wrote Calhoun when the passage of the bill was assured, "but of consolidation."

He was also undoubtedly supported by the great majority of the people in the stand he took against the nullifiers. What the people would decide about the tariff was doubtful; but as between a system, even though it were called the American system, and an old hero, the Democrats were not afraid of the people's choice.
