The laws under which the former enumerations were taken were enacted at the session of Congress immediately preceding the operation; but considerable inconveniences were experienced from the delay of legislation to so late a period.

It is the theme of all their exhortations, that with which their morality begins and ends, from which all their details and enumerations set out, and into which they return.

The alterations have been so numerous that, though I have duly conned the enumerations, supplied in guide-books, of the principal perversions, I do not pretend to carry any of them in my head. This garden recalls faintly and a trifle perversely the grounds of the Pincian at Rome.

Basing our estimate on such partial and local enumerations as have been made, we believe the total population to be about 3,000,000. Of these the Chinese immigrants and their descendants, who are rapidly increasing in number, probably exceed 100,000.

They are enumerations of a triad of persons, or events, or observations, strung together in one short sentence. This form of composition, originally invented, in all likelihood, to assist the memory, has been raised by the Welsh to a degree of elegance of which it hardly at first sight appears susceptible. The Triads are of all ages, some of them probably as old as anything in the language.

But the periods of time between the enumerations of the people, are not the same in all the states. In some states the enumerations are made every ten years; in others, shorter periods have been fixed, from eight down to four years. This enumeration or numbering of the people is called taking the census.

Their appetites were excited by frequent enumerations of different enjoyments, and revelry and merriment were the business of every hour, from the dawn of morning to the close of the evening.

Even where his descriptive enumerations seem at first sight monotonous or perfunctory, they are in truth graphic and true in their details, as in the list of birds in the "Assembly of Fowls," quoted in part on an earlier page of this essay, and in the shorter list of trees in the same poem, which is, however, in its general features imitated from Boccaccio.

I deem it my duty further to observe that much of the imperfections in the returns of the last and perhaps of preceding enumerations proceeded from the inadequateness of the compensations allowed to the marshals and their assistants in taking them.

If it be said that Bible usage varies, the order of birth not always being observed in enumerations, the reply is, that, enumeration in that order is the rule, in any other order the exception. Besides, if a younger member of a family, takes precedence of older ones in the family record, it is a mark of pre-eminence, either in endowments, or providential instrumentality.
