Messages of condolence and sympathy are being hourly received from all parts of the different continents and the sovereign pontiff has been graciously pleased to decree that a special missa pro defunctis shall be celebrated simultaneously by the ordinaries of each and every cathedral church of all the episcopal dioceses subject to the spiritual authority of the Holy See in suffrage of the souls of those faithful departed who have been so unexpectedly called away from our midst.

Incessantly interfered with by the legates, the bishops lost all desire to discipline their dioceses; incessantly interfered with by the begging monks, the parish priest had become powerless in his own village; his pastoral influence was utterly destroyed by the papal indulgences and absolutions they sold. The money was carried off to Rome.

He told them that his letter from Mosul, forbidding preaching and schools, was written through the importunity of Mr. Rassam.

The canons and decrees of this assembly, which have been translated into Italian and German, have been printed in one volume. This council was published in the different dioceses, and its regulations were put into force. During this time, the government, ever hostile to religion, had not abandoned the project of persecuting and perhaps of destroying it.

"Whereas I mentioned that the Church- government should be left to my conscience and those of my opinion, I shall be content to restrict it to some few dioceses, as Oxford, Winchester, Bristol, Bath and Wells, and Exeter, leaving all the rest of England fully under the Presbyterian Government, with the strictest clauses you shall think upon against Papists and Independents."

The pope, Gregory XVI., solemnly declared his approbation of the conduct of these archbishops and rejected every offer of negotiation until their reinstallation in their dioceses.
