They resolved, by a plurality of voices, to declare war in the name of the empire against the French king and the duke of Anjou, for having invaded several fiefs of the empire in Italy, the archbishopric of Cologn, and the diocese of Liege; and they forbade the ministers of Bavaria and Cologn to appear in the general diet. In vain did these powers protest against their proceedings.

At Noon, we pass'd over such another stony River, as that eight Miles from Sapona. This is call'd Heighwaree, and affords as good blue Stone for Mill-Stones, as that from Cologn, good Rags, some Hones, and large Pebbles, in great abundance, besides Free-Stone of several Sorts, all very useful.

This declaration was particularly displeasing to the French, who had already marched large bodies of troops towards the frontiers of the empire, and erected several great magazines in Westphalia, with the permission of the elector of Cologn, for which the English minister at his court was, in August, ordered to withdraw from thence without taking leave.

They granted four hundred and thirty-three thousand pounds to the empress queen of Hungary; three hundred thousand pounds to the king of Sardinia; four hundred and ten thousand pounds for the maintenance of eighteen thousand Hanoverian auxiliaries; one hundred and sixty one thousand six hundred and seven pounds for six thousand Hessians; subsidies to the electors of Cologn, Mentz, and Bavaria; and the sum of five hundred thousand pounds to enable his majesty to prosecute the war with advantage.

The siege of Gueldres was converted into a blockade, occasioned by the difficulties the enemy found in raising batteries; and a party of Hanoverians having passed the Weser, as well to ravage the country of Paderborn as to reconnoitre the French, carried off several waggons loaded with wheat and oats, destined for the territories of the elector of Cologn.

The court of Vienna had tampered in vain with the elector of Bavaria, who made use of this negotiation to raise his terms with Louis. His brother, the elector of Cologn, admitted French garrisons into Liege and all his places on the Rhine.

As the Prussians retired, the French took possession of the country they quitted in the name of the empress-queen, whose commissary attended them for that purpose. The general rendezvous of these troops, under prince Soubise, was appointed at Neuss, in the electorate of Cologn, where a large body of French was assembled by the first of April. The Austrians, in their turn, were not idle.

The Count de Berlise was ordered to talk with the Swedish Ambassador on this head. Accordingly he made him a visit, November 12, 1636 , and after conversing some time asked Grotius whether Sweden intended to send plenipotentiaries to Cologn.

The count and the ministers of the German princes exclaimed against the insolence of France, which had not even bestowed the title of emperor on Joseph; but wanted to impose terms upon them with relation to the electors of Cologn and Bavaria.

'Tis the top of a black barren mountain, a vile little town at the foot of an old citadel: yet this, know you, was the residence of one of the three kings that went to Christ's birthday; his name was Alabaster, Abarasser, or some such thing; the other two were kings, one of the East, the other of Cologn.
