At any rate character is judged by it; not indeed in the sense of popular politics, that one can "hold out" in a hopeless position, but because all the history that went before the war, the capacity or incapacity of politics and leadership is a question of character and with us it was a question of indolence, of political apathy, of class-rule, philistinish conceit and greed of gain.

In the third place compulsion means compulsion by a Government, and Government, at any rate to-day, means class-rule. Forced military service means service under and subjection to a Class. That means Wars carried on abroad to serve the interests, often iniquitous enough, of the Few; and military operations entered into at home to suppress popular discontent or to confirm class-power.

In the present chapter I wish especially to dwell on the danger to society, mentioned in the Introduction, of class-ascendancy and class-rule; and the hope for the future in the international solidarity of the workers.

All the officers of the old army, the West-Pointers, had been bred in the tradition of class-rule, they had in their very bones the idea that they were a special breed, that obedience to them was a law of God; while of the new officers, the overwhelming majority came from the well-to-do, and were not favourable to speech-making and letter-writing about the rights of man.

Do not let us, at the behest of either class, be so foolish as to set out in vain pursuit of world-empire; and, above all, do not let us, in freeing ourselves from military class-rule, fall under the domination of financiers and commercial diplomats.

Certainly, whatever other or side views we may take of the war, we are bound to see in it an illustration of the danger of military class-rule. You cannot keep a 60-h.p.
