In the short session of 1898-1899 the bill met the cruel fate of having its introducer, Senator Kyle, submit a minority report against it. Under the circumstances no vote upon the bill could be had in the Senate. In the next Congress, 1899-1901, the eight-hour bill once more passed the House of Representatives only to be lost in the Senate by failure to come to a vote.
That is not my theory. Dr. Doubtless, before I saw the objects, I thus overstated my case, in a letter to a newspaper, in 1899. The government had to deal with the long and troublesome Boer war in South Africa, 1899-1901. To save it from trouble at the hands of the natives, the Transvaal had been annexed by Britain in 1877. In 1880, however, the Boers rose in revolt, and defeated a number of British troops at Majuba Hill. After this the country was granted independence in internal affairs.
