Of twenty-five States voting, Lincoln and Johnson had carried the electoral votes of twenty-two of them, viz.: Maine, New Hampshire, Massachusetts, Rhode Island, Connecticut, Vermont, New York, Pennsylvania, Maryland, Ohio, Indiana, Illinois, Missouri, Michigan, Iowa, Wisconsin, Minnesota, California, Oregon, Kansas, West Virginia, and Nevada; while McClellan and Pendleton had carried the twenty-one electoral votes of the remaining three, viz.: New Jersey, Delaware, and Kentucky the popular vote reaching the enormous number of 2,216,067 for Lincoln, to 1,808,725 for McClellan making Lincoln's popular majority 407,342, and his electoral majority 191!

A somewhat rough approximation would show the blacks as multiplied by three, to an 1899 total of 505,000, with the whites multiplied by four, to a total of 1,067,000. Nor are there figures of trade that afford any proper clue to the growth of industry and commerce.

I will not put any of these questions to the Ministers; but with the official accounts before me, I will ask them a few questions applicable to the present moment. I ask them, then, Was it unavoidable to keep up an army at the expense, including the Ordnance, of 26,736,067 pounds? Was it unavoidable that the expense of the Civil List should, in last year, amount to 1,928,000 pounds?
