A political system essentially undemocratic would be much less destructive of individual liberty in a society where the economic life was simple and ownership widely diffused than in a community possessing a wealthy capitalist class on the one hand and an army of wage-earners on the other.
The majority of the trade unionists, however, who have won a certain modicum of authority in spite of the undemocratic constitution of their party, do not care to grant it as possibly conflicting with the relatively conservative plans of "the aristocracy of labor."
It simply means "misdemeanour," and may range from being unshaven on parade, or making a frivolous complaint about the potatoes at dinner, to irrevocably perforating your rival in love with a bayonet. So let party politicians, when they discourse vaguely to their constituents about "the prevalence of crime in the Army under the present effete and undemocratic system," walk warily.
The issue was created by the legal existence in the United States of an essentially undemocratic institution. The United States was a democracy, and however much or little this phrase means, it certainly excludes any ownership of one man by another. Yet this was just what the Constitution sanctioned.
It is not those who defend our present form of government with its constitutional guaranties, who resist political action tending to weaken them, that should be called unprogressive, undemocratic, or wanting in love of country.
Measured by present-day conventions of democracy, the Constitution is an undemocratic document. The framers believed in representative government, to which they gave the name "Republicanism" as the antithesis to "democracy."
The dynasty, living in its absolutist traditions, maintains itself a phantom of its former world empire, assisted in government by its undemocratic partners, the barren aristocracy, the anti-national bureaucracy, and the anti-national military staff.
To have submitted the Constitution in the form in which it was proposed by Hamilton would have defeated their purpose. It was too obviously undemocratic, inasmuch as it provided for a strong centralized government only one branch of which was to be elected by the people, while the other three were to be placed beyond the reach of public opinion through indirect election and life tenure.
A strike by workmen in a particular business is a holdup of all the other workmen in the country, raises the cost of living for everybody, and is undemocratic and unfair. A lockout of employers in a particular business is a holdup of all other employers and workmen, and is undemocratic and unfair.
The habit of handshaking, at best, has little to recommend it; with public men it is a custom without excuse. The notion that men in public life must receive and mingle with great masses of people, or run the risk of being called undemocratic, is a relic of the political dark ages.
