Every municipality was, in some sense, a sovereign state, and, as such, claimed the right of communicating directly with foreign ambassadors, and of concerting with them the means of defeating schemes on which other municipalities were intent. In some town councils the party which had, during several generations, regarded the influence of the Stadtholders with jealousy had great power.

In the Binnenhof the venerable Van Olden Barneveldt was beheaded. He was the second founder of the republic, the most illustrious victim of the long struggle between the patrician burghers and the Stadtholders, between the republican and monarchical principles, which so terribly afflicted Holland. The scaffold was erected in front of the building where sat the States General.

In one of these buildings resided the Stadtholders, and it is now the seat of the Second Chamber of the States General; opposite is the First Chamber, with the ministries and various other offices of public administration. The Minister of the Interior has his office in a little low black tower of the most lugubrious aspect, that hangs directly over the waters of the marsh.

It was soon clear that George the Third was regarded by a portion of the nation with a very different feeling from that which his two predecessors had inspired. They had been merely First Magistrates, Doges, Stadtholders; he was emphatically a King, the anointed of Heaven, the breath of his people's nostrils. The years of the widowhood and mourning of the Tory party were over.

The influence of the Stadtholders was an object of extreme jealousy to the municipal oligarchy.

Stadtholders were appointed to the different provinces, of whom only Count Egmont for Flanders and William of Orange for Holland need be mentioned. An assembly of the Estates met at Ghent on August 7, 1589, to receive the parting instructions of Philip previous to his departure for Spain.

Piedmont, placed between the two systems of alliance, sided, according to circumstances and its interests, with either. Holland was united with England or with France, as the party of the stadtholders or that of the people prevailed in the republic. Switzerland was neutral. In the last half of the eighteenth century, two powers had risen in the north, Russia and Prussia.

Though it was the residence of the stadtholders in former times, it was only a small village, and its notable features are of modern origin. Barneveldt was executed and the De Witts murdered here. The Picture Gallery and the Museum were specially opened for the young Americans.

After the king, the government, and the councils, had deliberated on any measure, its execution rested with the provincial governors or stadtholders, or the magistrates of the towns. Almost everyone of these, being strongly attached to the laws and customs of the nation, hesitated, or refused to obey the orders conveyed to them, when those orders appeared illegal.

In the sequel, when the States of Holland wanted to indemnify such as were unjustly persecuted during the overgrown power of the Stadtholders , they gave Cornelius Grotius a company in the guards; to Peter, a troop of horse; and to Mombas, their brother-in-law, a regiment; with leave to dispose of them, or sell them to the best advantage: which was contrary to custom and law.
