The Martialists consider that to this careful purification of their water they owe in great measure their exemption from the epidemic diseases which were formerly not infrequent. They maintain that all such diseases are caused by organic self-multiplying germs, and laugh to scorn the doctrine of spontaneous generation, either of disease, or of even such low organic life as can propagate it.

Cases of remote reversion or atavism show that ancestral peculiarities can transmit themselves in a latent or undeveloped condition for hundreds or thousands of generations. Many obvious facts compelled Darwin to suppose that vast numbers of the reproductive gemmules in an individual are not thrown off by his own cells, but are the self-multiplying progeny of ancestral gemmules.

Such self-multiplying gemmules without pangenesis would enable us to understand both the excessive weakness or non-existence of normal use-inheritance, and the excessive strength and abruptness of the effect of their partial destruction under special pathological conditions.

The application of this principle to Parliamentary government is very plain; it shows at once that the intrusion from without upon an office of an exterior head of the office, is not an evil, but that, on the contrary, it is essential to the perfection of that office. If it is left to itself, the office will become technical, self-absorbed, self-multiplying.

Perhaps we might retain Darwin's self-multiplying gemmules without supposing them to be thrown off by the cells, which will no longer be credited with two modes of multiplication.
