The powers heretofore accumulated in the hands of a single person were parcelled out among a number of elective functionaries, the very name of the kingly office being retained and imposed on a personage known subsequently as the Rex Sacrorum or Rex Sacrificulus.
Again, there being solemnized every year in Rome a sacrificial rite which could only be performed by the king in person, that the people might not be led by the absence of the king to remark the want of any ancient observance, a priest was appointed for the due celebration of this rite, to whom was given the name of Rex sacrificulus, and who was placed under the orders of the chief priest.
He becomes a mere hereditary general, as in Lacedæmon, a mere functionary, as the King Archon at Athens, or a mere formal hierophant, like the Rex Sacrificulus at Rome.
They who had the supreme administration or government of the national religion in Athens, were the first Archon, the rex sacrificulus, or high-priest, and a polemarch, which magistrates were ordained or elected by the holding up of hands in the church, congregation, or comitia of the people.
After some trials in France and Holland, which were defeated by his fortune or his character, a genius that might have enlightened or deluded the world, was buried in a country living, unknown to fame, and discontented with mankind. Est sacrificulus in pago, et rusticos decipit.
And the ecclesiastical part of the Commonwealth of Rome was governed by the pontifex maximus, the rex sacrificulus, and the Flamens, all ordained or elected by the people, the pontifex by the tribes, the King by the centuries, and the Flamens by the parishes.
