If plebiscites stand in the way of a real policy in Europe they ought to be disregarded. As regards questions such as that of the Ruhr Valley occupation France is ready to take any avenue which leads to a furtherance of her fundamental policy. The saddling of Germany with an immense indemnity is primarily necessary in order to pay off the war debts of France and Britain to the United States.

The British trade depression is thought to be due to the destructive policy of the French. The question of the taking of the Ruhr basin becomes a test case: Very bad for English business, say the English manufacturers in chorus. We are back to the Treaty of Versailles: Votes count. England and Italy are in the scale against France, and France must yield.

It was the cudgel that the one-time proud and arrogant Germany held menacingly over the head of the unhappy neutral, and extorted special privilege. At the moment I write, coal is the storm center of controversy that ranges from the Ruhr Valley of Germany to the Welsh fields of Britain and affects the destinies of statesmen and of countries.

Spinola had established his headquarters at Ruhrort, a place where the river Ruhr empties into the Rhine. He had yielded to the remonstrances of the Archbishop of Cologne, to whom Kaiserwerth belonged, and had abandoned the forts which Bucquoy, under his directions, had constructed at that place.

Marcellus Bax, rapid and dashing as usual, crossed the Ruhr, captured Broek Castle with ease, and stood ready to prevent the retreat of the Spaniards. Taken by surprise in front, they would naturally seek refuge on the other side of the river.

A million advertisements tell me that all decent people shave with Apple-Blossom soap, and with Apple-Blossom soap I shave. A score of papers tell me Germany is undertaxed and can pay Reparations, and I sit quiet while France occupies the Ruhr. Or vice-versa, as the case or another may be.

A considerable force of Italian cavalry, with some infantry, was stationed at the village of Mulheim, on the Ruhr, and apparently out of convenient supporting distance from Spinola's main army. The stadholder determined to deliver a sudden blow upon this tender spot, break through the lines, and bring on a general action by surprise.

"Wrong, wrong, Justice!" cried the Collector. "Here below everything was occupied and blocked up by the Cherusci, Catti, and Sigambri. No the battle was much farther south, near the region of the Ruhr, not far from Arnsberg.

If the conditions of the peace cannot be fulfilled, other heavier conditions can be imposed. In France irresponsible people are supporting already the necessity of occupying permanently the Ruhr, that is to say, the greatest German centre for the production of coal, and of not respecting the plebiscite of Upper Silesia. What has been said about the armies is true also about the fleets.
