The one costume that a man could slip on at night and off again in the morning has never, if he could help it, been worn in general society, and is now outmoded by a pretty little coat and pantaloons of soft material and becoming color.
The price of gold was no longer fixed and token coins were no more convertible. The East African Currency Area is a fairly recent debacle. An equivalent experiment, involving the CFA franc, is still going on in the Francophile part of Africa. Misplaced imperial pride coupled with outmoded strategic thinking led the British to infuse these emerging economies with inordinate amounts of money.
Already I feel myself to be a trifle outmoded. I belong to the Beardsley period. Younger men, with months of activity before them, with fresher schemes and notions, with newer enthusiasm, have pressed forward since then. Cedo junioribus. Indeed, I stand aside with no regret. For to be outmoded is to be a classic, if one has written well.
I will propose a new national welfare strategy, a program of welfare reform through State-sponsored, community-based demonstration projects. This is the time to reform this outmoded social dinosaur and finally break the poverty trap. Now, we will never abandon those who, through no fault of their own, must have our help.
