In the peaceful prosperity of his reign, the cities of Asia were adorned with palaces and hospitals with moschs and colleges; few departed from his Divan without reward, and none without justice.

His royal seat of Cordova contained six hundred moschs, nine hundred baths, and two hundred thousand houses; he gave laws to eighty cities of the first, to three hundred of the second and third order; and the fertile banks of the Guadalquivir were adorned with twelve thousand villages and hamlets.

The unity of God, and the mission of Mahomet, were preached in the moschs; the Arabian learning was taught in the schools; the Cadhis judged according to the law of the Koran; the Turkish manners and language prevailed in the cities; and Turkman camps were scattered over the plains and mountains of Anatolia.

At first the caliph declared himself a zealous Mussulman, the founder or benefactor of moschs and colleges: twelve hundred and ninety copies of the Koran were transcribed at his expense in letters of gold; and his edict extirpated the vineyards of the Upper Egypt.

In the ten years of the administration of Omar, the Saracens reduced to his obedience thirty-six thousand cities or castles, destroyed four thousand churches or temples of the unbelievers, and edified fourteen hundred moschs for the exercise of the religion of Mahomet.
