The gain to their inhabitants consisted to no small extent in the fact that they were to be administered by mandatories whose responsibility was to be enforced by an annual report to the League of Nations.
In the French-occupied coastal zone riots broke out against the French; in Palestine there were "pogroms" against the Jews, whom the Arabs, both Moslem and Christian, hated for their "Zionist" plans; while in Mesopotamia there were sporadic uprisings of tribesmen. Faced by this ominous situation, the "mandatories" took military counter-measures. The French took especially vigorous action.
This fundamental conception entailed another, which was that the delegates of the nation were not members of a parliament or debating assembly, but were mere mandatories charged by the electors with a specific commission, which was to place certain representations before the King.
Since 1791, the elections, violated and deserted, had brought intruders only to the legislative benches, under the name of mandatories. These were endured for lack of better; but nobody had any confidence in them, and nobody showed them any deference. People knew how they had been elected and how little their title was worth.
It is its point of pride that it does not want to seem to take anything even by way of superintendence. They said that in so many words, and it would greatly advance the peace of the world and the peace of mind of Europe if the United States would accept mandatories.
It shall also take the necessary steps to establish and maintain proper liaison both with the foreign offices of the signatory powers and with any governments or agencies which may be acting as mandatories of the League of Nations in any part of the world.
The victory was not complete, since Wilson's first intention had been that the mandatory states should not be the great powers, but such states as Holland or one of the Scandinavian nations. He was compelled to admit the right of the British and French to take over the colonies as mandatories.
