When General Woodford, acting under instructions from Washington, informed the Spanish minister of foreign affairs that the President expected the immediate recall of Señor de Lôme, he was informed that the latter's resignation had already been accepted by cable.

For the steam engines of Henry Giffard, and the muscular force of Dupuy de Lome, electric motors had gradually been substituted. The batteries of bichromate of potassium of the Tissandier brothers had given a speed of four yards a second. The dynamo-electric machines of Captain Krebs and Renard had developed a force of twelve horsepower and yielded a speed of six and a half yards per second.

February 28. Señor Louis Polo y Bernabe, appointed minister in the place of Señor de Lome, who resigned, sailed from Gibraltar.

Within the invested area several attempts were actually made to control balloons by methods of steering. The names of Vert and Dupuy de Lome must here be specially mentioned. The former had elaborated an invention which received much assistance, and was subsequently exhibited at the Crystal Palace.

In 1872 Dupuy de Lome, commissioned by the French government, built a dirigible which he proposed to drive by man-power it was anticipated that the vessel would be of use in the siege of Paris, but it was not actually tested till after the conclusion of the war.

In union with them she would take her part in guiding the policy, and directing the destinies of the whole British Empire. The following discussion took place on the paper read by Sir Frederick Young, on South Africa, at the opening meeting of the Session of the Royal Colonial Institute, on November 12th, at which the Marquis of Lome presided:

It is now conceded by high Spanish authorities that the insurgents had just grounds for this revolt, and Senor Dupuy de Lome, formerly the Spanish minister to the United States, admits in a letter to the New York Herald that a very large majority of the leading citizens of the island were in sympathy with the struggle for liberty.

On February 9, 1898, De Lome saw a facsimile of this letter printed in a newspaper and at once cabled his resignation.
