I had solely on my own responsibility organised a great band of people pledged to refrain from the use of all excisable articles after a certain date, and to withdraw all their moneys in the Savings Bank, thus seriously crippling the financial resources of the Government. The response from the workers to my appeal to "Stop the supplies" was great and touching.

The Company will probably find that Chinese diggers will not only stand the climate better, but will be more easily governed, be satisfied with smaller returns, and contribute as much or more than the Europeans to the Government Treasury, by their consumption of opium, tobacco and other excisable articles, by fees for gold licenses, and so forth.

The most material are the general licenses which the law requires to be taken out by all dealers in excisable commodities. These seem to be subject to considerable fluctuations. They have not been so low in any year of the war as in the years 1788 and 1789, nor ever so high in peace as in the first year of the war.

Parliament could lay a duty on tobacco in a seaport, but might not make the weed excisable on a plantation, could break down a loom in any part of British America, could shut out all intercourse with foreign nations by the Navigation Act, but had not the legal right to make the Colonial merchant write his contracts or draw his bills on stamped paper. As to independence, very few desired it.

They recommended a run for gold upon the savings banks, an entire abstinence from excisable articles, and universal cessation from work. Their proceedings at this conference added fuel to the fire, and the people became more audacious.
