That mysterious circle was enlarged to an indefinite extent, by the verbal or written donation of Charlemagne, who, in the first transports of his victory, despoiled himself and the Greek emperor of the cities and islands which had formerly been annexed to the Exarchate.
That they might be led to respect the Roman name, he ordered all that part of Italy adjoining to them, which had been under the exarchate of Ravenna, to be called Romagna. Besides this, he created his son Pepin, king of Italy, whose dominion extended to Benevento; all the rest being possessed by the Greek emperor, with whom Charles was in league.
Rudolf was too busy ever to visit Rome; but in negotiations with regard to his coronation as Emperor, Nicholas III exacted the confirmation of all that was promised to Gregory, and this included especially the lands of the old Exarchate and the district of Pentapolis, which had never yet been actually in the hands of papal officers. Dante has banned the memory of Nicholas as the simoniacal Pope.
Perhaps a faithful subject, or even a generous enemy, would have been less impatient to divide the spoils of the Barbarian; and if the emperor had intrusted Stephen to solicit in his name the restitution of the Exarchate, I will not absolve the pope from the reproach of treachery and falsehood.
Ravenna and the exarchate were governed in the name of the pope by the archbishop, assisted by three tribunes who were elected by the people. This government was never very successful, for at every opportunity, and especially after the resurrection of the empire in the West, the archbishops were eager to consider themselves as feudatories of the empire.
During a period of two hundred years, Italy was unequally divided between the kingdom of the Lombards and the exarchate of Ravenna.
The war lasted for two years, but eventually terminated in the success of Pepin, who compelled Astolpho to yield up to the Pope the exarchate of Ravenna, the last relic of the great Roman empire in Italy, and of which the Lombards had deprived the Eastern emperors. Pepin, however, had in view a more national war than this.
Geographically the exarchate of Ravenna was bounded on the north by the Adige, the Tartaro, and the principal branch of the Po as far as its confluence with the Panaro. Hadria and Gabellum were its most northern towns in the hands of the imperialists. The western frontier is more difficult to determine with exactitude; it may be said to have run between Modena and Bologna.
Under pressure from Russia, who was supported by other Powers some of whom really believed they were aiding the cause of Christianity the Sultan in 1870 created by firman the Bulgarian Exarchate. Far from "promoting Christianity" the result of this was that the Greek Patriarch excommunicated the Exarch and all his followers, and war was declared between the two Churches.
During the last half century that the Exarchate of Ravenna remained its existence was but little more than a name, the real power of government being usurped by the Papacy.
