There has been, however, no recurrence of serious disturbances in the Punjab since 1907, and if the native Press lost little of its virulence until the new Press Act of this year, and numerous prosecutions bore witness to the continued prevalence of sedition, the province has been free from the murderous outrages and dacoities which have been so lamentable a feature of the unrest in Bengal and in the Deccan.
Amongst those who were engaged in making bombs and collecting revolvers and organising dacoities or who actually committed murder not a few sincerely believed that they were risking or giving their lives in a great patriotic and religious cause.
Now it is the order that the Havildar of the Thana should send a straight report of all dacoities to the Dipty Sahib. At noon came he, a fat man and an old, and overbearing withal, but we of the Thana had no fear of his anger; dreading more the silences of The Tiger of Gokral-Seetarun.
But even those who were convicted got off with light sentences, and the campaign, which clearly had powerful aiders and abettors both inside Kolhapur and outside, was only temporarily checked. Nor was it to stop at dacoities. A regular semi-military organization was introduced, and bands of young men used to go out into the country to carry out mimic manoeuvres.
There is still much lawlessness in both Bengals. The continued prevalence of political dacoities, and especially the difficulty experienced in securing legal evidence against them, are distinctly unfavourable symptoms.
