He succeeded in getting together some ten thousand men, the command of whom he gave to General Comonfort. This had been no easy task. A general leva had been ordered, and all were mustered into the army who could be provided with arms. Of uniforms there was, of course, no mention. It was a supreme and desperate effort.
President Comonfort, with empty coffers, and scarcely any real political power, had felt it necessary to make some great effort to get popularity for himself and his government.
On that day General Comonfort appeared before the assembled Congress in the City of Mexico, took the oath to support the new constitution, and was duly inaugurated as President. Within a month afterwards he had been driven from the capital and a military rebellion had assigned the supreme power of the Republic to General Zuloaga.
We passed Buena Vista, the fine sugar estate of M. Comonfort, and Aquaguisotla, and slept at Mazatlan, and the next day arrived at the famous city of Chilpanzingo, or City of the Bravos, the centre and focus of the insurrection in the southern provinces.
The name of Alvarez is circulated among them, as the man who is to lead them in the coming struggle Alvarez the mulatto general, whose hideous portrait is in every print-shop in Mexico. He was President before Comonfort, and is now established with his Indian regiments in the hot pestilential regions of the Pacific coast.
A constituent congress, elected by the people of the different states, framed and adopted a republican constitution which promised better things for the future. Under the provisions of this constitution an election was held in July and General Comonfort chosen president almost without opposition. His term of office was to begin December 1, 1857, and to continue four years.
This took place in the following July , and General Comonfort was chosen President almost without opposition. At the same election a new Congress was chosen, whose first session commenced on the 16th of September . By the constitution of 1857 the Presidential term was to begin on the 1st of December and continue for four years.
The constitution provided that in the absence of the President his office should devolve upon the chief justice of the supreme court; and General Comonfort having left the country, this functionary, General Juarez, proceeded to form at Guanajuato a constitutional Government.
On an average, the Presidency of the Republic of Mexico had changed hands once every eight months for the last ten years; and Don Ignacio Comonfort had stepped into the office in the previous December, on the nomination of his predecessor the mulatto general Alvarez, who had retired to the southern provinces with his army.
