As the property is very valuable, the proprietors down the country agreed to afford some additional passage for fish when the river is open, providing they will protect the spawning fish during close-time. A new Act has been passed, with heavy penalties and summary powers of recovery.
I noted, however, that many fish apparently valuable were among those thus rejected. I spoke to one of the fishermen, who, regarding me with great surprise and curiosity, at last answered briefly that a stringent law forbids the catching of spawning fish except for breeding purposes. Those, therefore, for which the season was close-time were invariably spared.
The minor regulations for its maintenance are still more encouraging, for some of these aim directly at preserving beauty, or objects of natural interest, for their own sake. The oldest are those which protect the fishery. There is one close-time for the coarse fish, another for the trout, and a limit of size to the meshes of the nets which may be used.
A salmon, perhaps the last, was caught between the eyot and Putney in 1812, though the rent of the fishery used to be paid in salmon, when it was worked by the good Cavalier merchant, Sir Nicholas Crispe. The close-time for the fishery was observed regularly at the beginning of the century, the fishing commencing on January 1st, and ending on September 4th.
"Frogs," he explained, "are not considered game in the governmental sense of that word; they fall into the category of fisheries which, as you know, comes under the jurisdiction of the respective prefects. Hence the close-time, though officially fixed, varies according to the different provinces. In my department, for example, it begins on the 15th of January.
