The outraged Churchmen fell back on an untenable plea that their aid was due solely to Rome, and alleged the bull of "Clericis Laicos," issued by Boniface the Eighth at this moment, a bull which forbade the clergy to pay secular taxes from their ecclesiastical revenues, as a ground for refusing to comply with further taxation.
The first Councell, that made the Scriptures we now have, Canon, is not extant: For that Collection the first Bishop of Rome after S. Peter, is subject to question: For though the Canonicall books bee there reckoned up; yet these words, "Sint vobis omnibus Clericis & Laicis Libris venerandi, &c." containe a distinction of Clergy, and Laity, that was not in use so neer St. Peters time.
His bull, "Clericis laicos," forbidding taxation of the clergy by the temporal authority, brought him into direct hostility with Philip the Fair of France, and though the quarrel was temporarily adjusted, the strife soon broke out again.
Liberal supplies were then voted by all the three estates, and Winchelsea, who all through these proceedings acted as the brain of the baronage, exerted himself to explain away the last of the clerical difficulties raised by the Clericis laicos.
This meadow was celebrated by reason of the brawls which went on there night and day; it was the hydra of the poor monks of Saint-Germain: quod mouachis Sancti-Germaini pratensis hydra fuit, clericis nova semper dissidiorum capita suscitantibus.
From that source of information it appears that regular stipends were paid to persons "tam in curia domini regis quam justiciariis, clericis, officiariis et aliis ministris, in diversis curiis suis, ac etiam aliis familaribus magnatum tam pro terris tenementis redditbus et libertatibus Hospitalis, quam Templariorum, et maxime pro terris Templariorum manutenendis."
Against this impartial system Boniface protested in the famous bull Clericis laicos . He claimed that the laity had always been exceedingly hostile to the clergy, and that the rulers were now exhibiting this hostility by imposing heavy burdens upon the Church, forgetting that they had no control over the clergy and their possessions.
