In consequence of the absence of a representative from Bolivia, the conference was adjourned until the attendance of a plenipotentiary from that Republic could be secured or other measures could be adopted toward compassing its objects.
With Bolivia we have yet no diplomatic intercourse, and the continual contests carried on between it and Peru have made me defer until a more favorable period the appointment of any agent for that purpose.
I append a recent despatch from Washington, which is an account of a massacre of revolutionary soldiers, under most revolting circumstances, committed at the instigation of the ecclesiastical authorities: "The Department of State has been informed by the United States Minister at La Paz, Bolivia, that Col. Pando sent 120 men to Ayopaya.
All of this was the naked truth. Peru had invaded Bolivia and had attacked Colombia. Bolivar immediately organized an expedition, under the command of General Jose Maria Cordova, who distinguished himself in Ayacucho, and he, himself, prepared to go immediately. After attending to several matters of an administrative character, he started towards the South, in spite of declining health.
Only recently a railroad was built into this mining city and many of these abandoned mines are being opened again. The capital of Bolivia used to be Sucre. In fact, it is still the nominal capital of the republic. Here live many of the wealthy mine owners of the region. The Supreme Court is held here and the new government palace is a stately building.
The month of February in the latitude of Valparaiso corresponds approximately to the month of August in the northern hemisphere, and it was a beautiful, sunny, and very hot morning when, on the 7th of that month, the Chilian fleet, consisting of the Blanco Encalada flagship, the Almirante Cochrane battleship, the corvettes O'Higgins and Chacabuco, with the sloop Esmeralda, steamed out of harbour, on its way to Antofagasta, the principal seaport of Bolivia.
While the silver in this mountain is not nearly exhausted by any means, yet it was discovered that deeper down is a mountain of tin. Bolivia has been furnishing more than one-fourth of the world's supply of tin for many years. On the hills back of the city of Potosi can still be seen the thirty-two lakes or reservoirs that used to furnish water for the city and mines.
The correspondence herewith submitted will be found painfully replete with accounts of the ruin and wretchedness produced by recent earthquakes, of unparalleled severity, in the Republics of Peru, Ecuador, and Bolivia.

He may know would probably in any case be ashamed to admit that he did not know where Bolivia is. Thady Gallagher did not know, and was prepared to confess his ignorance in private to his friend. Yet Gallagher was in reality the more important man of the two. "I know as much about Bolivia," he said, "as I do about the General, and that's nothing at all."
