During this period reaction regained all its former ascendency, within the Social Revolutionary organization it was discovered that the chief of the fighting organization, Eugene Azev, was nothing more than the paid agent of the secret police and that he had been delivering the members of the organization into the hands of his masters as they proved themselves most dangerous.

Whatever truth there may be in the suspicion that the anti-war Bolshevik faction of the Social Democrats were the victims of the Russian police espionage system, and were betrayed by one whom they had trusted, as the Socialist-Revolutionists had been betrayed by Azev, the fact remains that the government ordered the arrest of five of the Bolshevist Social Democratic members of the Duma, on November 17th.

On June 1st Stolypin threw a bombshell into the Duma by accusing the Social Democrats of having conspired to form a military plot for the overthrow of the government of Nicholas II. Evidence to this effect had been furnished to the Police Department by the spy and provocative agent, Azev.

But Forgách, though publicly denounced as "Count Azev," was not allowed to fall into disgrace; on the contrary, he had become within two years of his exposure permanent Under-Secretary at the Ballplatz, and inspirer of new plots to discredit and ruin Serbia. The scandals of the Friedjung Trial led to the fall of the Governor of Croatia, but there was no change of system.

Azev himself had been loudest and most persistent in urging the work on. Stolypin demanded that all the Social Democrats be excluded permanently from the Duma and that sixteen of them be handed over to the government for imprisonment. The demand was a challenge to the whole Duma, since it called into question the right of the Duma to determine its own membership.
