The old States contain a territory sufficient in itself to maintain a population of additional millions, and the most populous of the new States may even yet be regarded as but partially settled, while of the new lands on this side of the Rocky Mountains, to say nothing of the immense region which stretches from the base of those mountains to the mouth of the Columbia River, about 770,000,000 acres, ceded and unceded, still remain to be brought into market.
To this end it was determined that at Lesser Slave Lake the first conference should be held, and the initial steps taken towards the cession of the whole western portion of the unceded territory up to the 60th parallel of north latitude.
In the more populous sections the price of land was rising and was already beyond the reach of many pocketbooks. There remained only Public Land land which was allotted to the Indians. The government, accordingly, began to withdraw from the Indian Allotments great tracts, by further treaties and deals, slashing boundary lines, relegating the Indians to the unceded part of the land.
This Committee made the very important recommendation, among others, "that the Government of the United States should retain title to all minerals, including coal and oil, in the lands of unceded territory, and lease the same to individuals or corporations at a fixed rental." The necessity for this action has since come to be very generally recognized.
