Like most of the pirate sloops-of-war, Stede Bonnet's Revenge was schooner-rigged. She carried fore and main top-sails of the old, square style, and her long main boom and immense spread of jib gave her a tremendous sail area for her tonnage. The breeze had held steadily since sundown and was, if anything, rising a little. Short seas slapped and gurgled at the forefoot with a pleasant sound.

But our country, under Jefferson and Madison, for twelve years adopted the blind policy of China. The navy was suffered to decay. In 1807 but one frigate and five sloops-of-war were in commission. The Federal party, however, although in a weak minority, did not tamely submit to the unhappy policy of Southern statesmen; and individuals even of the dominant party opposed it.

With these, supported by the ordinary man-of-war schooners, of which several were already in the service, and by the sloops-of-war, he expected to drive the pirates not merely off the sea, but out of their hiding-places. The commodore put to sea with all his squadron on the 14th of February, 1823. A northeast gale was at once encountered, but the tiny vessels ran through it without any harm.

As that part of the country was then an unbroken forest he cleared away the wood on the peninsula and began to construct a fort in which he was assisted and protected by the crews of three sloops-of-war which had escorted him thither. M'Lean heard of the expedition against him on the 21st of July , when he had made little progress in the erection of his fort.

It then consisted, independently of the steamers attached to the mortar flotilla, of four steam sloops-of-war of about two thousand tons each, three of half that size, one large side-wheel ship-of-war, the Mississippi, of seventeen hundred tons, and nine gun-boats of five hundred.

It will require also for long voyages and distant stations a dozen steam frigates of wood, and as many steam sloops-of-war, like the best now in our service; and, with the materials and armament now on hand, an outlay of twenty-five or thirty millions well applied may suffice for the construction of the whole.
