On the high land above the old port stands the citadel, just as the Genoese merchant-adventurers planned it five hundred years ago. Beneath the citadel, and clustered round the port, is the little old Genoese town, no bigger than a village, which served for two hundred and fifty years as capital to an island in constant war, against which it had always to defend itself.

Middelburg had the exclusive right of deposit for the cloths imported from England. This monopoly for Zealand being naturally not very palatable to Amsterdam and other cities of Holland, the States-General had at last authorized the merchant-adventurers engaged in this traffic to deposit their goods in any city of the United Provinces.

When the law has restrained them from doing this, they have become altogether useless and insignificant. The regulated companies for foreign commerce which at present subsist in Great Britain, are the ancient merchant-adventurers company, now commonly called the Hamburgh company, the Russia company, the Eastland company, the Turkey company, and the African company.

The captains, statesmen, corsairs, merchant-adventurers, poets, dramatists, the great Queen herself, the Cecils, Raleigh, Walsingham, Drake, Hawkins, Gilbert, Howard, Willoughby, the Norrises, Essex, Leicester, Sidney, Spenser, Shakspeare and the lesser but brilliant lights which surrounded him; such were the men who lifted England upon an elevation to which she was not yet entitled by her material grandeur.

The Merchant-Adventurers of London, a body which had existed long before, and had received a charter of incorporation under Henry the Seventh, furnished a model for the Russia Company and the Company which absorbed the new commerce to the Indies. But it was not wholly with satisfaction that either the Queen or her ministers watched the social change which wealth was producing around them.

Then he would tell of the great age of maritime discovery, of the merchant-adventurers and buccaneers, of their gradual transformation into trading companies, in the East and in the West, from companies to settlements, from settlements to colonies.

There was there for the queen, Gilpin, as nimble a man as Suderman, and he had the Chancellor of Emden to second and countenance him, but they could not stop the said edict wherein the Society of English Merchant-Adventurers was pronounced to be a monopoly; yet Gilpin played his game so well, that he wrought underhand, that the said imperial ban should not be published till after the dissolution of the diet, and that in the interim the Emperor should send ambassadors to England to advise the queen of such a ban against her merchants.

Among the best of these are the papers entitled "Monks and Mendicant Friars," which give a brief and interesting account of monastic institutions in England; "The Hanseatic Steel-Yard in London," comprising a history of that famous company of merchant-adventurers, with a description of the buildings occupied by them, and a sketch of their domestic life; and "London in the Middle Ages," which presents an excellent description of the topography and general condition of the city during that period, and is illustrated by a small and carefully drawn plan.
