Now nothing that has occurred in the past two months has caused us to revise this basic strategy of necessity except that the defense put up by General MacArthur has magnificently exceeded the previous estimates of endurance, and he and his men are gaining eternal glory therefore.
General MacArthur, under whose command the regiment was, placed two guns in position there, as it was fully expected that the insurgents would direct their attack upon that point, as in fact they did.
The assault on Hilgard was to be begun by the 28th and 32d Volunteers: General MacArthur had originally planned to have the attempt made at dawn on August 15th; but as one brigade of Wood's Division had not yet arrived, he postponed the attack for twenty-four hours, to the sixteenth of August, while the fifteenth was to be taken up with heavy firing on the enemy's position, which seemed to have been somewhat weakened.
MacArthur objected in a letter to Bligh, written before the trial, to the Judge-Advocate presiding, on the ground that this official was really a prosecutor, and had animus against him. Bligh overruled the objection, on the ground that the Criminal Court of the colony, by the terms of the King's patent, could not be constituted without the Judge-Advocate.
Coincidently with the entrance of the Commission upon its labors I caused to be issued by General MacArthur, the Military Governor of the Philippines, on June 21, 1900, a proclamation of amnesty in generous terms, of which many of the insurgents took advantage, among them a number of important leaders.
He punished looting and disorder with a heavy hand, treated prisoners and noncombatants with the utmost kindness, and won the good-will of all Filipinos with whom he came in contact. General MacArthur was always declaring that the Filipinos were a unit against us and that he could never get information from them.
