Broadly speaking, this method had for result the planting of the tozama daimyo in the west and of the fudai barons in the east, as well as along the main roads between the two capitals. The plan worked admirably during 270 years, but at the Restoration, in 1867, the western daimyo combined to overthrow the shogunate.

This he effected, as far as concerned the tozama feudatories, by isolating them from each other, or by placing those of equal strength in juxtaposition, so that they might become rivals; while in the case of fudai barons, he established an effective system of communications between them, so that co-operation and concentration of forces were facilitated.

Ieyasu did not lose a moment in giving effect to this latter provision. He ordered some of the fudai daimyo of the Kwanto to proceed to Osaka with several thousands of men, who should go to work forthwith to tear down the parapets and fill up the moats of the castle.

The representatives of the Sanke had their estates and castles, but no fiefs were assigned to the Sankyo; they resided in Yedo close to the shogun's palace, and received each an annual allowance from the Bakufu treasury. It has been shown that in distributing the fiefs Ieyasu aimed at paralyzing the power of the tozama daimyo and vitalizing that of the fudai barons.

But in position and power none in the empire could rival him. He was the head of the Fudai Daimios. His family was called the Dodai or foundation-stone of the power of the Tokugawa dynasty. His ancestor, Ii Nawo Massa, had been lieutenant-general and right-hand man of Iyeyas. Ii Kamon No Kami, owing to the mental infirmity of the reigning Shogun, had lately become his regent.

The despotism of the daimyo was first checked by the founders of the Tokugawa dynasty, Iyeyasu, who so restricted their powers that they became, with some exceptions, liable to lose their estates if proved guilty of oppression and cruelty. Of the Sanke, there were three clans, or families: of the Kokushu, eighteen; of the Tozama, eighty-six; and of the Fudai, one hundred and seventy-six.

In time of peace most of the minor offices of the Tycoon's government were filled by Hatamotos, the more important places being held by the Fudai, or vassal Daimios of the Shogun. Seven years ago, in imitation of the customs of foreign nations, a standing army was founded; and then the Hatamotos had to contribute their quota of men or of money, whether the country were at peace or at war.
