Campus riots escalated, and dozens of colleges and universities were compelled to close their doors for the remainder of the academic year. While some Americans felt that these killings were a result of government repression of the freedom of speech, others believed that more action of this kind was necessary to curb what they viewed as extremist protest.
The integrity of our constitutional process and other institutions was being questioned. For more than 15 years domestic spending had soared as Federal programs multiplied, and the expense escalated annually. During the same period our national security needs were steadily shortchanged.
Destructivity was lifted to new levels of efficiency by electronic communication, the tank and the airplane. It was further escalated by atomic fission and nuclear fusion. Advances in science and technology had made dramatic increases in the tempo of production and construction. Utilization of atomic energy had stepped up destructivity to the nth power.
The dynamism implicit in the bourgeois revolution escalated the rate of social change with corresponding modifications in the pattern of European political, economic and cultural institutions and practices. In the early stages of the transformation the awareness of change was limited to a minority of city dwellers. To the rural illiterate majority, change was a closed book.

It soon became clear, however, that the passage of the Civil Rights Act was not the victory which would end the racial conflict. In fact, violence on both sides escalated. A Washington, D. C., Negro educator, Lemuel Penn, was gunned down by snipers as he drove through Georgia on his way home from a training session for reserve officers. Two Klansmen were charged, but they were acquitted.
