For the last three months the Imperial Government has been in the unpleasant position of watching its adversaries grow continually stronger without being able to make adequate counter-preparations. But when once this initial disability has been stated, it must also be admitted that the course of the military operations has been apart from their success or failure very lucky.
The British Government was bound to make counter-preparations. I, for my own part, have never disputed it. I have never thought, and do not now think, that while the European anarchy continues, a single Power can disarm in the face of the others. All this is beyond dispute.
And those who believe that by this year Germany was definitely waiting an occasion to make war have a right to dwell upon that fact. I find, myself, nothing conclusive in these speculations. But what is certain, and to my mind much more important, is the fact that military preparations evoke counter-preparations, until at last the strain becomes unbearable. By 1913 it was already terrific.
The next attack would have to be delivered frontally, and as the Turks held all the important positions it was likely to prove expensive. Our counter-preparations were begun as soon as the infantry were firmly established on the western bank of the wadi.
As I neither did, nor could, know how far this secrecy was in agreement with our military counter-preparations, I was bound to observe it.
The object was avowed in the German press by one of the leaders of the expedition to be the demoralization of the civilian population. Its success was due to the lack of counter-preparations; and when the experiment was repeated on 7 July four of the raiders were brought down and the casualties were reduced to 59 killed and 193 injured.
