The Romanians secretly wish they were Hungarians. The Austrians are sometimes Germans and sometimes Balkanians. Many Ukrainians and all Belarusians would like to resurrect the evil empire, the USSR. This identity crisis affects the European Union. Never has Europe been more fractured. It is now a continent of four speeds.
With the Ukrainians, who, despite their youth, are showing themselves quite sufficiently grown to profit by the situation, negotiations are proceeding but slowly. First they demanded East Galicia for the new 'Ukrainia. This could not be entertained for a moment.
Since the opening of the Peace Congress at Versailles continuous war in Europe has been seen: Russians against the whole world, Czechs against Hungarians, Roumanians against Hungarians, Poles against Ukrainians, Southern Slavs against Germans, Communists against Socialists.
The trouble about America was that every nation in the League had compatriots there, American by citizenship, but something else by birth and sympathy, so that the Ukrainian congregation of Woodlands, Pa., would telegraph to request the League to save their relations in Ukraine from the atrocities of the Poles, and the Polish settlement in Milwaukee would wire and entreat that their sisters and their cousins and their aunts might be delivered from the marauding Ukrainians, and Baptist congregations in the Middle West wired to the Roumanian delegation to bring up before the Assembly the persecution of Roumanian Baptists.
In furtherance of their movement, the Ukrainians demanded the assurance that they should be allowed to unite with the Government of Cholm, and with the areas of East Galicia occupied by Ukrainians. So long as Galicia belongs to Austria, the demand for East Galicia cannot be conceded. It would be another matter if Galicia were united with Poland; then a cession of East Galicia might be possible.
